Abstract: Rui' an City, Zhejiang Province has been frequented by typhoons and floods, and there is great pressure to prevent floods and droughts. Combined with the current situation of flood and drought disasters prevention ability in Rui' an City and the pressure faced by flood and drought disasters prevention work in the new period, the countermeasures and suggestions for improving flood and drought disasters prevention ability are put forward from three aspects of constructing a new pattern of river basin system governance, improving dispatching system and enhancing "four abilities".
