    海河“23·7”流域性特大洪水蓄滞洪区运用复盘及系统治理绿色发展的思考

    Retrospective operation in the “23·7” extreme flood storage and detention area of the Haihe River Basin and reflection on systematic governance and green development

    • 摘要: 2023年7—8月,受2305号台风“杜苏芮”北上与冷空气共同影响,海河流域发生“23·7”流域性特大洪水,根据海河流域各水系洪水调度方案及各蓄滞洪区运用预案,启用了小清河分洪区、兰沟洼、永定河泛区、东淀等8处国家蓄滞洪区,最大蓄洪量25.3亿m3。多数蓄滞洪区历史上就是江河洪水淹没和调蓄洪水的场所。此次蓄滞洪区运用表明,在强降雨形成的超标准洪水远超下游河道行洪能力的情况下,有计划地启用蓄滞洪区,利用蓄滞洪区缓洪、滞洪,将下泄流量控制在下游河道行洪能力以内,避免了洪水在下游大面积泛滥。本次运用再次证明了蓄滞洪区是流域防洪体系中的重要组成部分,其地位需要持续巩固加强。秉持系统治理、绿色发展的理念,提出蓄滞洪区治理路线图和有关建议。
