    海河“23·7”暴雨移置淮河中上游防洪情势分析

    Flood situation analysis in the middle and upper reaches of Huaihe River relocated by "23·7" heavy rainstorm in the Haihe River Basin

    • 摘要: 针对水旱灾害防御坚持问题导向、目标导向,增强风险意识、忧患意识,树牢底线思维、极限思维的工作指导方针,将海河“23·7”暴雨移置淮河中上游地区,依托初步建成的数字孪生淮河出山店水库—正阳关段防洪“四预”(预报、预警、预演、预案)系统,复盘分析此轮暴雨对淮河中上游地区防洪情势造成的影响,结果表明防洪形势将非常严峻,特别在暴雨中心区域河道来水将超过自身防洪保证能力、沿河周边区域漫堤淹没风险大。
