    深圳河流域“2023.9.7”极端特大暴雨下水工程联合调度探讨

    Discussion on the joint operation of water projects in the "2023.9.7" extremely heavy rainstorm in Shenzhen River Basin

    • 摘要: 深圳市水务局超前谋划、精心组织实施深圳河流域水工程联合调度,成功防御深圳市“2023.9.7”极端特大暴雨,保障深圳河流域尤其是中心城区罗湖、福田区防洪安全,有效减少洪涝灾害损失。通过对深圳河流域在“2023.9.7”极端特大暴雨条件下的水工程联合调度过程进行全面复盘,梳理调度过程面临的严峻形势,分析降雨发展过程不同阶段深圳水库、笋岗滞洪区等水工程联合调度方式和调度效果,探讨联合调度过程中存在的制约因素,提出对策与建议,为深圳河流域优化水工程联合调度工作提供参考。

       

      Abstract: Shenzhen Municipal Water Affairs Bureau advance planning, careful organization and implementation of the Shenzhen River Basin water works group joint scheduling, successfully prevented the "2023.9.7" extremely heavy rainstorm in Shenzhen, guaranteed the safety of flood control in the Shenzhen River Basin, especially in Luohu and Futian districts in the central city, and effectively reduced the loss of flood disasters. By comprehensively reviewing the joint scheduling process of water projects in the Shenzhen River Basin under the extremely heavy rain conditions of "2023.9.7", sorting out the severe situation faced by the scheduling process, analyzing the joint scheduling methods and effects of water projects such as Shenzhen Reservoir and Sungang Flood Detention Area at different stages of rainfall development, exploring the constraints in the joint scheduling process, proposing countermeasures and suggestions, and providing reference for optimizing the joint scheduling work of water projects in the Shenzhen River Basin.
