    四川金阳县2023年“8·21”山洪泥石流灾害成因分析

    Analysis of the causes of the "8·21" flash flood and debris flow disaster in 2023 in Jinyang County of Sichuan Province

    • 摘要: 2023年8月21日凌晨,四川金阳县芦稿林河流域受短时强降雨影响暴发山洪,位于下游的沿江高速JN1(金宁一)标段项目部钢筋加工场民工驻地板房被冲毁,造成52人死亡失联。灾害发生后,四川省委、省政府高度重视,派出专家对灾害过程进行调查评估。结合现场调查情况,通过水文气象分析计算、河道行洪能力计算等,分析了灾害形成过程及致灾原因,可供类似项目山洪灾害防御工作参考。

       

      Abstract: In the early morning of August 21, 2023, flash floods broke out in the Lugaolin River Basin of Jinyang County of Sichuan Province, affected by short-term heavy rainfall, and the steel bar processing plant and the prefabricated houses of workers in the project encampment of the JN1(Jinning No. 1) bid section of the Yangtze River Expressway were washed away,resulting in 4 people killed and 48 people missing. After the disaster, the Sichuan Provincial Governments attached great importance to it and sent experts to investigate and evaluate the disaster process. Combined with the on-site investigation, the formation process and causes of the disaster were analyzed through hydrological and meteorological analysis and calculation,riverine flood discharge capacity calculation, etc., which can be used as a reference for the flash flood disaster prevention of similar projects.
