    国内外水旱巨灾保险制度及推行模式研究

    Research on domestic and international flood and drought catastrophe insurance systems and implementation models

    • 摘要: 水旱灾害作为我国最主要的自然灾害,具有多发频发重发的特点。水旱灾害保险作为市场化的风险转移机制,是非工程措施中重要的经济风险分散手段,对于维护灾区群众生产生活稳定、促进灾后重建具有重要意义。目前国外已逐步建立起水旱巨灾保险制度应对水旱灾害风险,但不同国家水旱灾害保险发展历史、保险制度及推行模式各有特色。通过梳理国外典型国家自然灾害情况、水旱巨灾保险制度及推行模式,基于对我国水旱巨灾保险发展历程及巨灾试点的相关探索,系统分析了我国水旱巨灾保险目前存在的问题:①我国水旱巨灾保险立法不足,制度不完善;②科技赋能与数据共享不充分,客观限制了保险业防灾抗灾的能力;③水旱巨灾保险渗透率不足、保险业承担损失补偿比例低;④民众过度依赖政府救灾和慈善捐款,各社会主体水旱灾害风险与保险意识不够。针对目前我国水旱灾害保险存在的问题,结合国外水旱灾害保险经验,提出了针对性的建议,对我国水旱灾害保险制度推行具有参考意义。

       

      Abstract: Flood and drought disasters, as the most significant natural disasters in China, have the characteristics of frequent occurrence and recurrence. As a market-oriented risk transfer mechanism, flood and drought disaster insurance is an important means of economic risk diversification in non engineering measures, which is of great significance for maintaining the stability of production and life of disaster stricken people and promoting post disaster reconstruction. At present, foreign countries have gradually established flood and drought disaster insurance systems to cope with flood and drought disaster risks, but different countries have their own unique development history, insurance systems, and implementation models of flood and drought disaster insurance. By reviewing the natural disaster situations, flood and drought disaster insurance systems, and implementation models of typical foreign countries, and based on relevant explorations of the development process and pilot projects of flood and drought disaster insurance in China, this paper systematically analyzes the current problems of flood and drought disaster insurance in China: (1) Insufficient legislation and imperfect system of flood and drought disaster insurance in China; (2) Insufficient technological empowerment and data sharing objectively limit the insurance industry's ability to prevent and mitigate disasters; (3) Insufficient penetration rate of flood and drought catastrophic insurance, and low proportion of loss compensation borne by the insurance industry; (4) The public is overly dependent on government disaster relief and charitable donations, and various social entities lack awareness of risks and insurance for flood and drought disasters. In response to the current problems in China's flood and drought disaster insurance, and based on the experience of foreign flood and drought disaster insurance, targeted suggestions have been put forward, which have reference significance for the implementation of China's flood and drought disaster insurance system.
