Abstract:
Urban flooding/tide waterlogging disaster occurred frequently with the influence of geographical location, global climate change, and rapid urbanization in the coastal area. It has become a prominent issue affecting the public security of coastal cities in China, seriously constraining the sustainable and healthy development of urban economy and society. The mechanism of urban flooding/tide waterlogging in coastal areas can be summarized as "congenital deficiency and postnatal changes" based on the urban hydrological cycle process. Comprehensively considering disaster causing factors, disaster prone environment, and disaster bearing bodies, the Shenzhen City was selected as the case study and was comprehensively analyzed in this paper. On this basis, urban flooding/tide waterlogging strategies in coastal areas were proposed from five aspects: improving flooding/tide control and drainage capabilities, coordinating flood control, waterlogging protection, and drainage standards,scientifically formulating urban development, fully considering vertical design of underground spaces, and comprehensively strengthening unified management of river basins. The aim is to provide support for the construction of flooding/tide prevention and disaster reduction engineering systems as well as the risk management of urban flooding/tide waterlogging in the coastal area.
