Abstract:
In the background of global climate change and rapid socio-economic development, smart water sector has become a key direction for the high-quality development of China's water sector. The Songliao Water Resources Commission of the Ministry of Water Resources (hereinafter referred to as the Commission) actively promotes the construction of a digital twin basin, leveraging the achievements of the National Flood Control and Drought Relief Command System and the "One Map" information system of the Commission to build the Digital Twin Songhua-Liaohe River Basin "FEDE(forecast, early warning, drill, and emegancy plan)" Platform. As the core of the "FEDE" business, the forecast and dispatch platform deeply integrates flood forecasting with reservoir operation models and system functions. It supports real-time forward dispatch and reverse optimization calculations, enabling dynamic flood control under multi-scenario and multi-condition settings. During the 2024 flood season, the platform provided strong technical support for joint scheduling decisions of water projects in the basin while responding to 14 numbered floods in rivers such as the Songhua River and Yalu River. This significantly reduced the affected areas of downstream towns and farmland, fully verifying the platform's efficiency and scientific effectiveness in flood defense and dispatch decision-making. Research indicates that the forecast and dispatch platform within the Digital Twin Songhua-Liaohe River Basin "FEDE" Platform has achieved remarkable results in promoting smart water sector and enhancing flood prevention and disaster mitigation capabilities, providing strong support for the modernization of water management in the Songhua-Liaohe River Basin.
