Abstract
Constructing a modern reservoir operation and management matrix is a core measure for implementing the requirements of high-quality water conservancy development in the new stage and achieving refined management along with safe and efficient reservoir operation. Based on the existing work of Guanting Reservoir, this paper proposes the overall framework for the construction of its matrix management platform, with the "Four Preventions" in flood control as the main focus.The platform integrates information infrastructure and digital twin technology. This paper systematically elaborates on the design concepts for each functional unit, with particular emphasis on innovative practices in enhancing forecasting and warning capabilities, as well as achieving flood pre-simulation and dispatch decision support. The platform is expected to improve the precision and modernization of the Guanting Reservoir's operation and management, providing important references for other reservoirs across the country in advancing their own matrix construction.
